Now we're not sure exactly what Senator Kerry and Tim Daly are talking about here, but we'd be willing to bet it has to do with either the inadequacies of the modern Amercian health care system or that episode of "Wings" when Helen got caught lying to her high school English teacher about reading "Don Quixote." That was a good one.
