With the Capitol as a next-door neighbor, the Capitol Café couldn’t have a better location. But this glorified office building deli is perfunctory at best, even with its large twin buffet and salad bar. The food’s not so exciting, but there’s always the chance to catch a Congressman woofing down a quick tuna on whole wheat. Think high school cafeteria meets the Hill.
