I was in town on business and was recommended Phils by a local.... standards in Beltsville must be pretty low! The A/C was not working, the bathroom smelled like an out house and the array of unsavory characters made for a very uncomfortable happy hour. Really Phil? At $3 a beer i would expect more! On a good note the food was well prepared, the beer was cold and the service was prompt. I'd recommend driving a few miles down the road to find a cooler more sanitary establishment.

The place is small, but quaint. The food is unexciting but well prepared. The bartenders are usually tired, but they are all friendly and service is great. There are a few jerks (and loud ones at that) but most of the regulars are good people. After many years without one they finally have a pool table again. This is an OK neighborhood bar.
Or, should I say, it WOULD be an OK bar -- if the air conditioning worked! In the middle of the hottest part of the summer Phils' air conditioning has been broken more often than not, and complaints to the owner are met with excuses and BS about when it will be fixed. Last time I went in even the draft beer cooler was warm. (Note to management: This is not England; we drink our beer cold here, thank you very much!) Talk about a way to lose business. Get your act together, Phil's!

I have never been so outraged by narrowmindedness on the part of patrons and the acceptance of this practice by the "establishment".
