If you're up for a little people-watching in Foggy Bottom, Marcel's is your place. Just make sure you reserve a table, this restaurant fills up quickly. Marcel's attracts a lot of VIPs -- White House types, state department officials and celebrities like George Clooney. The food is luxurious and pricy -- dinner could cost you about $50 a plate. Try either of these signature dishes: Pan-seared La Belle Farms foie gras, plums and brandy, and spice-encrusted bison entrecote, spring onions, and potato and turnip gratin.
