Don't be fooled by its humble appearance. Tortilla Cafe has some delicious Latin American cuisine at reasonable prices. Empandas, burritos and tacos make up the bulk of the menu here. Photos of menu items line the wall so you can visualize what entree you want and see what area of the world it originates. The place is small, but there are a handful of tables and some outdoor seating available. Carryout is brisk here. The restaurant sits on a busy stretch of Seventh Street across from Eastern Market and although parking can be a challenge, it's worth a visit.
